Matthew 10:1,2,3,4,5,6 The book of Matthew is oriented toward the nation of Israel.
Some were converted but not called to go beyond their neighborhood. All were given power, even before the day of Pentecost, that was different than they had before.
What power have I been given and am I using it?
The upper room is not the only time or the first time the Holy Ghost came with power. Jesus breathed on the disciples and gave them the Holy Spirit. He sent them out with authority and power.
If I haven’t received power, maybe it’s a time to tarry.
In John 3, Nicodemus came to Jesus with a material mind. By the third mention of Nicodemus, he is shown as a disciple with power.

Am I still seeking for an honest person in my community? God will use someone else to serve the community if I don’t.
Matthew 10:5,6,7,8,9,10,11,12,13,14,15,16,17,18,19 Go out empty and be filled by God to serve the community. Don’t go with a wardrobe of ideas or wealth of personal knowledge. Don't just share a pattern. Have spiritual discernment. If you are persecuted, continue on elsewhere.
Be cunning, but simple and uncomplicated. Seek for a discerned answer delivered with a dove spirit.
Bring the kingdom to our neighbors. Flock together to do it.
